3. Intensify basic scientific research, establish a sustainable long-term mechanism and an innovative environment and atmosphere.
4. In order to accurately grasp the direction of technology development and guide the healthy development of the industry, it is necessary to conduct technical and economic evaluation and strategic research in a realistic manner.
