State Grid Corporation Releases Emergency Plan for Disposal of Important Power Events

On December 1st, the “Contingency Plan for Disposing of Important Power Events of the State Grid Corporation of China” (hereinafter referred to as the “preplan”) was issued to implement the company's various units to handle important power-reserve events quickly, orderly and efficiently, and ensured important national social activities. The power supply during special periods ensures that the company can provide effective power support during severe natural disasters and emergencies.

The “preplan” is in accordance with the relevant laws and regulations of the state and the relevant rules and regulations of the company, combined with the actual preparation of important emergency protection work, applicable to the company’s response to and disposal of important social activities of the country, the protection of electricity supply in a special period, and the serious nature of the disposal of the country and society. Disasters, emergencies, and government requests for support in power supply. The provincial companies of the respective provinces formulate emergency preplans for the important power-supplying events of the unit with reference to the “prediction plan”, and establish an emergency response work system for power-saving incidents that is linked from the top down, hierarchically responsible, and connected with local governments at all levels.

The “preplan” clarifies the basic principles of emergency response, namely, ensuring supply, reducing hazards, thinking in times of safety, focusing on prevention, unifying leadership, and grading responsibilities, considering the overall situation, highlighting priorities, responding quickly and responding collaboratively, relying on science and technology, and improving quality.

According to the importance and scope of the protection of power supply, the “preplan” classifies the important event of power security into four categories: particularly significant, major, large, and general; according to the degree of urgency, damage, and development of the power protection event, important guarantees The early warning of electrical events is divided into one, two, three and four levels, which are expressed in four colors: red, orange, yellow and blue. The first level is the highest level. The company's emergency leadership team researched and established the Leading Group for the company's disposal of important power events. The group office is located in the marketing department. The provincial companies set up corresponding emergency command agencies.

The "preplan" also made specific provisions on the emergency response, information report, post-disposal, and emergency protection of important power events. The emergency protection includes a series of contents such as team, material and equipment, communication and information. The emergency material reserve includes two levels, the company and the provincial company, to achieve emergency material information sharing and unified deployment. The company will further strengthen its power-saving treatment training and drills.
